Highway 407 East Extension Phase 2
Project Description
Extension of the 407 ETR and 407 East Phase 1 further to the East. The 407 and its different extensions constitute a high-capacity alternative to the most congested toll road in North America: the Highway 401.
The project consists of 22 km new 4-lane toll road from Harmony Road in Oshawa to Highway 35/115 in Clarington, and a new 10 km 4-lane north-south link, called Highway 418, connecting Highway 407 and Highway 401. It also includes eight parclo A4 interchanges and three freeway-to-freeway interchanges.
The project was awarded to Ferrovial - Cintra in association with Dufferin - Holcim in December 2014 and completed in December 2019.

Role & Responsibilities
Mr. Mestre Rodriguez was appointed as the Bid Design Manager responsible for the Bid Engineering design of the project involving six design firms (Urban Systems, AIA Engineers, LBG, Coffey, Azimuth and KCB) and over 60 design engineers. Mr. Mestre responsibilities included the selection, management, direction and supervision of design consultants, lead meetings with key stakeholders, propose design innovations, prepare contracts and scopes of work in agreement with the Owner’s requirements, direct and supervise the DBJV internal design team to meet the bid and detailed design requirements, determine construction BOQ quantities and develop a winning proposal from a technical standpoint.
