Project Description

The Project involves the design, construction, financing, tolling of express lanes, operations, and maintenance of over 37 miles of heavily travelled highway in Maryland, from the American Legions Bridge to the sections of I-270 ending at I-70.

Magnitvde Role

During June 2020 – December 2020, Magnitvde led the proposal design efforts of the RFP on behalf of the Developer (Accelerate Maryland Partners) and managed the design team led by Dewberry and Stantec. Magnitvde’s main goal for this assignment was to assist the Developer on the Design Compliance and Design Optimization of the Project to ensure the Consortium met the RFP Technical Requirements, brought the best ATCs to increase traffic revenue, and developed a winning proposal from a technical and financial standpoint.

Once the Developer was awarded with the Predevelopment Work phase in February 2021, Magnitvde led all the technical aspects of the Design-Build procurement process that the Developer undertook to award the Design-Build Contract to Tutor Perini – Parsons in September 2022. Activities included the drafting of the RFQ and RFP documents and evaluation of submissions received, leading the technical one-on-one meetings with the three consortia participating in the RFP process (FCC-Halmar, Tutor Perini and Lane) and negotiating the Design-Build Contract responding to RFIs, attending commercial one-on-one meetings, and issuing new addenda.

During both procurement phases (RFP Jun - Dec 2020, and Predevelopment Work Feb 2021 - Mar 2023), Magnitvde represented the Developer as the Design and Construction Lead for the project. Responsibilities included providing design management and oversight of several design disciplines including roadway, structures, geotechnical, environmental, ROW, MOT, traffic, third parties’ coordination, and construction management and oversight of the most critical construction activities including schedule development and revisions, quality implementation, risk assessments, costing model development and contract management (i.e., technical provisions revisions).
