Project Description

Largest toll road concession in the province of Ontario since the privatization of the 407 ETR. Approximately 22 kilometers (14 miles), four to six-lane, limited access all-electronic new toll highway from Brock Road in Pickering to Harmony Road in Oshawa, and a new 10 kilometers (6.2 mile) link with the 401 located east of Lake Ridge road. The project also includes 11 interchanges, 31 major water crossings and 16 road crossings.

The project was awarded to Ferrovial and Cintra in association with SNC-Lavalin in May 2012 and completed in 2016.

Role & Responsibilities

Mr. Mestre Rodriguez was appointed as the Bid Design Manager responsible for the Bid Engineering design of the project involving three lead design firms (SNC-Lavalin, Janseen & Spaans, and Qualitas) and over 75 design engineers across Canada, US, and Spain. Mr. Mestre responsibilities included the management, direction and supervision of design consultants, lead meetings with key stakeholders, direct and supervise the DBJV internal design team to meet the bid and detailed design requirements, determine construction BOQ quantities and develop a winning proposal from a technical standpoint.
